Three ways to get a Bootstrap site
All three end in Bootstrap HTML and CSS. They differ in the skill they ask for, the time they take and how much you control.
Write it from scratch
Skill: HTML, CSS, Bootstrap's classes and some JavaScript. Time: the slowest route, since every section is written and tested by hand. Control: complete; the code holds nothing you did not put there. Suits developers, and sites that belong to a bigger build.
Edit a Bootstrap template
Skill: enough HTML to find your way around someone else's files. Time: a polished Bootstrap website design right away, then slower going, because every text and photo change is a code edit. Control: high, within the template's structure and licence. Suits people at ease in a code editor.
Assemble it from themes in a builder
Skill: none for the basics; you pick blocks and type, as in most easy website builders. Time: usually the quickest route for a standard business site. Control: what the blocks, their settings and any code access allow, plus the builder's own limits, such as which files it can open.
Many people mix the routes, using a builder as a Bootstrap template builder: lay the site out in the tool, export it, then polish details in code. Treat that export as a one-way step. Mobirise cannot reopen hand-edited files, so make design changes in the project and export again.
What “website builder framework” means
Some builders write pages in a public CSS framework, others in code of their own. You notice the difference the day you open the files.
Most people who search for this phrase mean a builder that sits on top of a CSS framework such as Bootstrap. The framework supplies the grid, components and class names; the builder gives you a visual way to arrange them. Code others can read

Leave the builder, and framework-based files still open in any code editor and run on any host. Output tied to one tool's own system is harder to move.

Licence
Check that commercial and client work are allowed and whether the footer credit must stay. Some free templates ask for a link back unless you pay.
Last update
Look at the date of the latest release or commit. A template untouched for years tends to carry old plugins and unfixed bugs.
Bootstrap version
Find it in the CSS file name or the package file. Moving from 3 or 4 to 5 means renamed classes and rewritten scripts.
Extra scripts
Bootstrap 5 no longer needs jQuery. A template that still loads it, plus slider and animation plugins, leaves you more to keep updated.
Images
Demo photos often carry their own licence or are swapped for placeholders in the download. Plan to use your own pictures.
Sass sources
With the Sass files you change colors and fonts in one place. A single compiled CSS file means writing overrides by hand.
